Casinos Provide Prostitutes for High-Rollers

IN-The last thing the state needs is more gambling. A case in point: the commission's heavy fine last week against the former chairman of a company that operates a boat on the Ohio River. Former Belterra Resort and Casino Chairman R.D. Hubbard was fined $740,000 over allegations that the casino brought in more than a half-dozen prostitutes from California to entertain 48 wealthy male guests during a weekend golf outing last summer. According to a lawsuit by two former female employees of the casino, which triggered the state investigation, the escorts fondled the male guests and allowed themselves to be fondled. The women who filed the suit said they were ordered to kiss and pat male gamblers and lure rich Arab men to the gambling facility.

INDIANAPOLIS, IN -- An Ohio River casino must pay a $2.26 million fine and close for more than two days over allegations it entertained guests with prostitutes and money for gambling during a golf outing last year. According to commission documents, eight or more women, referred to several times as "hookers," were flown to the casino on a jet leased by Pinnacle to entertain guests at a golf outing in late June 2001. The guests, who were chosen by Pinnacle officials, attended the tournament by invitation. They and the women also attended parties on two nights in the Celebrity Room, an area adjacent to a concert arena.

IN-State Police also are investigating an allegation that an off-duty trooper attended a Belterra Casino party in June 2001 at which Pinnacle Entertainment, the casino's operator, supplied prostitutes for high-rollers. Belterra was fined $2.26 million by the Indiana Gaming Commission, the largest such sanction in state gaming history.

IN-Pinnacle Entertainment, which owns two riverboat casinos in Louisiana and has a license for a third, is under investigation following a lawsuit that accuses the company of arranging for prostitutes to entertain wealthy gamblers at a casino in Indiana. The plaintiffs reasonably believed the escorts were prostitutes, the suit said. Jack Strohm, Belterra's director of security, referred to the women as hookers, according to the suit. The escorts, one of whom removed her top, fondled the male guests and allowed the male guests to fondle them while in the casino's Celebrity Room, the suit states. Strohm also told Perry to pick up rich Arab men and bring them to the casino, according to the suit.

VEVAY, Ind. - Belterra Casino and Resort could face more than $1 million in fines and possible probation after complaints that the Ohio River casino arranged for prostitutes to entertain wealthy gamblers. Jack Thar, commission executive director, said that a company official brought prostitutes from California on his private plane for a golf outing in June at Vevay, about 35 miles southwest of Cincinnati. The employees said in their suit that they were told by the casino's security chief to "use sex" to entice men into the casino.

VEVAY, Ind. — Indiana State Police are investigating the presence of an off-duty trooper at a Belterra casino party during which a lawsuit claims the casino supplied prostitutes for high rollers. The sexual harassment lawsuit says eight to 12 prostitutes were brought from California and Louisville to entertain 48 wealthy male guests who had participated in a golf tournament at Belterra. The casino has denied that it arranged for any prostitutes and said representatives of the state gambling commission were at the party in Belterra's Celebrity Room.

IN-Our position: The state is paying a price for its addiction to gambling revenues. "The management, the board of directors of Belterra, is not the type of corporate citizens we want in Indiana," said Gettelfinger, an Indiana Gaming Commission board member. Pinnacle also faces a federal lawsuit filed by two former female employees who say company executives ordered them to make sexual overtures toward Arab businessmen at horse shows in Kentucky in hopes of enticing them to the casino.

NV-A two-year money laundering investigation by the FBI and Metro Police's organized crime unit has resulted in federal and state charges against 11 people, including a Bally's hotel-casino executive in charge of wooing Asian customers. The investigation also uncovered illegal bookmaking operations and prostitution activities, Flynn said. "We started off investigating a very sophisticated money laundering ring," he said. "They would take proceeds from illegal activities, such as drug running and skimming from corporations, and then launder them through various legitimate business. As we got involved in the investigation, it spun off into illegal sports betting as well as a prostitution ring."

NV - The reason the preferred high-roller game today is baccarat is that 80 percent of the whales are from Asia. Ironically, given the attitude of Las Vegas toward the Mafia, many of these men are criminals. An elderly Macao gambler named Yip Pon, with ties to Chinese organized crime, has been seen in several casinos. Former leaders of the Hong Kong mob have been spotted at the tables. Yet women who describe themselves as "luxury prostitutes" know where the money comes from, because they've been present at many a high-roller gambling session. Sometimes these men wanted me after they'd done something terrible, because they knew I wouldn't judge them. But later I would think 'Now I'm a threat to him.' I almost had a nervous breakdown. (said one prostitute) That woman must have been a tad more perceptive than the casino "host" who arranged her shopping schedule. Ironically, given the attitude of Las Vegas toward the Mafia, many of these men are criminals. The Japanese Yakuza love Vegas. So does the Russian mafia. A Korean athlete named Kenny Mizuno reportedly lost $90 million at the Mirage, and he comes from a country where athletes with access to that kind of money are frequently tied to organized crime. There are Colombians and Mexicans whose principal income probably doesn't come from coffee plantations. NV- A top-level Rio executive likely faces extensive questioning today from state gaming regulators over whether he had ties to the head of a Las Vegas call-girl ring that was busted by police in 1995. Rio Senior Vice President of Casino Marketing Frank Tutera served in a similar post at the MGM Grand when a Las Vegas police sting unraveled the operation of the upscale prostitution ring of Las Vegas madam (Ms. X). Gaming regulators want to explore whether Tutera might have informed (Ms. X) that an undercover cop was posing as a high roller in an MGM Grand suite to lure high-priced prostitutes to his room during the weekend of the February 1995 Oscar de la Hoya-John John Molina lightweight championship bout at the Strip resort.

MASHANTUCKET, CT -- A lawsuit alleging the cover-up of prostitution, organized crime and sexual assault at Foxwoods Resort Casino -- with implications of a conspiracy stretching as far as the governor's office -- has been rejected by a tribal judge. But with an appeal of the decision likely, an attorney involved in the case believes the lawsuit's eventual outcome could set a precedent for federally recognized Indian tribes like the Mashantucket Pequots, who he alleged are acting above the law. During proceedings in Mashantucket Pequot Tribal Court, Drumm testified he was continuously pressured by the tribal gaming commission, the agency that supervises gambling at Foxwoods, to cover up crimes ranging from illegal drug use to counterfeiting, out of fear the casino would be subjected to bad publicity. On one night Drumm said state police were attempting to investigate an alleged sexual assault committed in one of Foxwoods' hotel rooms by a casino entertainer. Drumm testified that by the time police arrived at the scene, Foxwoods officials had "sanitized" the room, cleaning the room and changing the sheets on the bed where the alleged crime took place.

MI-Call it Windsor's dirty little secret. Long known for thriving topless bars and more recently for casino gambling, Windsor has another advantage in competing with Detroit's three planned casinos: liberal laws that allow prostitution. Prostitution and gambling have gone together since the days of frontier dance hall girls. "Casino patrons make good customers," said Derek Goyette, co-owner of Executive Services, a Windsor escort agency that gets up to half its business from casino patrons and conventioneers. In Windsor, city officials and others say the escort business is so intricately woven into the casino scene as to be seamless -- though not all escorts are necessarily prostitutes. Gamblers seeking companionship for whatever reason routinely consult newspaper and phone book ads for escorts or obtain referrals from casino valets, hotel workers or other employees in and around the casino.

Australia-Prostitution and loan sharking flourished at Star City casino's high-roller room under the noses of senior managers and staff who failed to do anything effective about it, according to Mr Peter McClellan, QC. In a damning indictment of Star City, Mr McClellan reported yesterday that cultural problems led to "a lack of honesty in some casino personnel" and warned that unless the casino changed its ways it risked losing its licence. Mr McClellan found in his 177-page report that prostitution and loan sharking had been occurring for years, particularly in the exclusive Endeavour Room. He said criminals known to police were among the biggest gamblers. As regards prostitutes frequenting the Endeavour Room, he said about half a dozen casino employees gave evidence "they had never observed soliciting or prostitutes". This included the VIP services operations manager and his senior manager. Yet other staff had freely admitted seeing prostitutes.

However, it is also impossible to eradicate narcotics, organized crime and prostitution. Should we also legalize them?' When gamblers get to the end of their rope, they often turn to crime. KY-Ah, the stench of casino money as it drifts across the river. I hope Kentucky legislators inhaled a big breath. Last Monday, the Indiana Gaming Commission voted to sanction the Belterra Casino in Vevay, Indiana over allegations the riverboat casino provided prostitutes for gamblers. Speaking of sex, the next time our legislators propose a bill to bring casino gambling to Kentucky why not kill two cities, I mean two birds, with one stone? Remember Covington's zoning problem with its X-rated businesses? Since obviously, casinos and prostitutes hold hands, next year our legislators could propose putting both businesses together right here in Turfway Park, next to Target and Biggs. Talk about one-stop shopping. Of course, one local casino could never be enough. Already some envision a casino as part of Riverfront West in Covington, but only if its classy. With the state facing a deficit of up to $704 million, some legislators want to tax the fees of Nevada prostitutes in what could be the ultimate sin tax. A state tax could also hurt the small rural counties that depend on revenue from local brothel taxes. And some fear it could drive legal prostitutes underground.

NV-Nevada gaming regulators are expected to fine the Olympic Garden strip club $25,000 for a range of violations including failure to prevent prostitution by its strippers. Nevada Gaming Control Board members on Monday were reviewing details of an agreement reached with Olympic Garden owner Pete Eliades that would require the strip club to adopt training procedures and rules aimed at preventing prostitution by strippers. The six-page complaint against Olympic Garden listed three major violations, including a claim that undercover police detectives arrested six Olympic Garden strippers for prostitution or prostitution-related activities. An Olympic Garden-linked Web site with pornographic images including full frontal male and female nudity was also cited in the complaint.

ALBANY, NY - A suspected gambling kingpin, who ran a $500,000-a-month sports wager operation from his Ferndale Court home, blew his profits on prostitutes and drugs, authorities said. In between taking bets on football, baseball and horse racing, Schissler found time to set up drug buys and trysts with a North End prostitute, said Inspector John Burke of the Sheriff's Department's drug interdiction unit.

NV- Prostitution might be legalized in this small town near the Utah border if a councilwoman has her way. Lore Cook began looking into legalization after fielding requests by people wondering about establishing brothels in this city of almost 5,000. Lacking the support of the other four other council members, Cook is asking voters whether they want to change a city ordinance to allow prostitution legal under Nevada law unless local governments ban it. West Wendover's casinos are legal and obvious to patrons. But prostitution, if it exists in this town, has remained an underground industry. Cook, who runs a shop that sells a small amount of adult magazines and videos, says prostitution does indeed exist in West Wendover. "It's here," she said. NV- The Reno Gazette-Journal suggested recently: "If they get a chance to see what it's really like, Nevadans just may turn against it and ban prostitution. History suggests we'd be better off." "As a law enforcement officer, I don't have a problem with brothels because I don't have to spend money to police prostitution,"... Our county actually makes money off the licensing of brothels." Brothels pay registration and licensing fees, sometimes adding hundreds of thousands of dollars to county coffers each year. Chuck Stidham, the town manager of Pahrump, said the local ambulance services received $60,000 from the licensing fees for its two brothels, about half the fees the brothels pay to Nye County. "It's a pretty good chunk of change," he said. Not to mention that the prostitutes, who work as independent contractors, pay the counties for their required weekly tests for sexually transmitted diseases. Mr. Flint of the Nevada Brothel Association likes to point out Donna's Ranch here, billed as Nevada's oldest brothel, as one of the best examples of the business. The brothel, once owned by Jack Dempsey, gives out free coffee or tea, and the prostitutes give tourists tours of the rooms.

NV- In Beatty, the Angel's Ladies brothel throws a big barbecue every year for the whole town. Just down the road, in Crystal, the owner of the three houses of prostitution bought the town an ambulance. Across the state in Ely, when a city councilman tried to shut down the only brothel, he was voted out of office. Although it's banned in Las Vegas and Reno--and 49 states--prostitution is legal in 10 of Nevada's 17 counties. A remnant of the old West, it is not only tolerated, but often embraced. The state Health Division estimates 365,000 sex acts--1,000 a day--are performed in Nevada's 27 brothels each year. That's just how it is," sums up Stacy Fisk, a secretary at the Mineral County sheriff's office. In 1971, Storey County in northern Nevada legalized prostitution at theMustang Ranch. Other counties followed, but not Las Vegas. "You can't control sex," says Moore, the 72-year-old owner of Angel's Ladies. "If it's legal, then that is the best way."

NV-Prostitutes might be able to avoid jail time if they agree to stay away from the Strip. The Clark County Commission is scheduled to vote today on a proposed ordinance that would create an "order out corridor," an area bound by Sahara Avenue to the north, Paradise Road to the east, Russell Road to the south and Industrial Road to the west. The ordinance would allow regular patrol officers -- not just Las Vegas police vice detectives -- to arrest on-sight prostitutes who agreed to stay out of the corridor. District Attorney Stewart Bell lauded the city's ordinance for "keeping some of the more overt prostitutes away from our tourists, who these days are often family-oriented."

Oriente admitted to collecting at least $2 million through loansharking and payoffs from illegal gambling operations, brothels and after-hours liquor sellers. From 1989 to 1997, police took hundreds of thousands of dollars in bribes and kickbacks to shield prostitutes, after-hours liquor sales and illegal gambling operations. NV-Judah Hertz, owner of the California Mart and several other major downtown Los Angeles properties, lost a bid Wednesday for a Nevada gaming license as a result of alleged ties to reputed mobsters involved in drug dealing and prostitution. In an interview with The Times, he said he has sold the Comstock hotel-casino in Reno and withdrew offers to buy two other Reno properties, the Flamingo Hilton and a 50% stake in Sands Regent. Hertz Investment Group and an affiliate, Sapphire Gaming, began acquiring the three Reno casinos in 1999, starting with a $5-million deal for the Comstock. The board said Orgad allegedly distributed cocaine for the Gambino and Escobar crime families, supplied cocaine and recruited women for notorious Hollywood madam Heidi Fleiss and has been linked to the illegal distribution of methylene dioxymethamphetamine, or MDMA, also called Ecstasy.

NV-It's a typical scene here: Solicitors prowl the Strip and accost tourists with leaflets offering "exotic dancers." Police say it is a poorly veiled front for hotel prostitutes. The federal courts have offered a different view. NV-But then, there are things Las Vegans hate about the outcall companies. It hates the alleged prostitution that occurs when an entertainer is hired to perform. "You can't tell me that those women just dance when they go into those hotel rooms," a longtime Las Vegas marketing professional said. The industry says it's an economic godsend; critics call it online pornography. Love it or hate it, outcall is a lucrative business that grosses a sum the FBI believes is big enough for criminals to kill for. But Richard Sorrano, the most prominent outcall operator in Las Vegas, thinks it isn't the revenue generated by escorts, dancers and strippers that caught the mob's eye -- it's the potential for far more profitable criminal activity. It takes only $150 a year, the fee for a general business license, for an outcall service to set up shop in Clark County.

NV-A mob associate from New York pleaded guilty Friday to a conspiracy charge in what authorities have described as a plot to take over the outcall service industry in Las Vegas through extortion. Authorities have described Stefano as an associate of New York's Gambino crime family. Indicted with Stefano and Congiusti were Las Vegas outcall service operator Christiano DeCarlo, Anton Nelsen, Kenneth Byrnes and Joshua Snellings. Outcall services send male and female dancers to customers, usually in hotel rooms. Police claim these businesses serve as fronts for prostitution. MI-Detroit crime statistics from MGM Grand's first month, experts say, reflect a drop in crime nationwide and a failure by police to nail loan sharks, money launderers, hookers and card cheats who gravitate toward casinos. While curbside prostitution is down, escort services are flourishing. Agencies with names such as Queen of Hearts and Casino Babes whisper their $100-an-hour promotions from classified ad columns and from home pages on the Internet. Two months before casinos came to town, the Wayne County Sheriff's Department began monitoring local exotic escort service Web sites; at the time, there were seven. By the end of September, two months after MGM's grand opening, that number had grown to 42. During a summer time sting, Detroit police arrested 34 escorts, some of whom carried laptops and made dates over the Internet. "It's a loose money environment," said Thompson, the professor at the University of Nevada. "It invites prostitution. A guy's walking out with a little money in his pocket. He's an easy target.

NV-With bare butts on billboards and risque escort service ads filling Las Vegas' Yellow Pages, UNLV professors Kate Hausbeck and Barbara Brents were shocked by how little information has been uncovered about Nevada's sex industries. Hausbeck, a 29-year-old assistant professor of sociology, said little college-level research has been done in Nevada on sex industries even though the state is the only one with legalized prostitution in 10 of 17 counties. Brents said hotel owners benefit from Las Vegas' image of "sex being freely available" at the same time they attempt publicly to distance themselves from the sex industries. "What's really amazing is that this town is not built just on gaming and on hotels," Hausbeck said. "Like it or not, this town is also built on the sex industry, where exotic dancers show up and strip in hotel rooms and other locations for fees and big tips. MACAU-Macau's underworld also imports a steady stream of prostitutes from China. As corruption worsens in the mainland, the former Portuguese enclave's casino industry and triad gangs will continue to prosper side by side. Among the bidders for the new licenses are Malaysia's Genting International Consortium, which runs the only legal gambling in that country, and America's MGM Mirage, which controls more than half of the casinos in Las Vegas. They may be able to bring some glitz and glamour to Macau's rather depressing scene.
